On Tuesday 15 April, the European Parliament adopted a report on the lessons to be learned from the negotiations on the multi-annual financial framework (MFF) 2014-2020. The Parliament recognises that the budgetary consolidation that is under way in the member states has not enabled a more ambitious agreement to be concluded on the MFF 2014-2020. It says it is convinced that the work of the high-level group on own resources represents a unique opportunity to exit the impasse in which the reform of the current system of own resources is found. The Parliament favours the introduction of “new and real own resources”, which will enable the share of the contributions to the EU budget based on GNI (gross national income) to be reduced considerably.
