Brussels, 31/03/2014 (Agence Europe) - On 31 March, the Council of Europe's European Audiovisual Observatory published a new “IRIS” report in which it analyses the contents of the new communication on cinema adopted in November 2013 and outlines the trajectory that led to the final version. First of all, the authors analyse the general EU rules on culture and state aid. They recapitulate the rules in the previous communication on cinema (2001) before providing a thorough examination of the 2012 draft communication. The report analyses the text adopted in 2013 and how it differs from the initial 2001 document by looking at the points that created the most controversy, such as the question regarding the regionalisation of spending obligations.
