Brussels, 28/03/2014 (Agence Europe) - Since the revolution in 2011, Libya has made progress on the path of democratic transition but fundamental challenges remain, stated the European Commission in its report on the neighbourhood policy package in Libya, published on 27 March. According to the Commission, the security situation in Libya has become worse and the political landscape is ever more “fragmented and polarised”. Three years after the revolution, the situation is “still unstable and volatile”.
“The core problem impeding post-conflict stability and security is the absence of a comprehensive political settlement”, says the Commission, underling that “the most immediate challenge is arriving at a consensual agreement on a political settlement that sets the transition process back on track and resolves core issues”. The Commission cites the functioning of the state, the role and separation of powers between the executive and the legislative, national reconciliation, transitional justice, and the distribution of national resources and wealth. “One of the main challenges for 2014 will be the drafting process of the new constitution”, adds the Commission.
The report also calls for progress in terms of security - including law and order “through professional law enforcement agents” and not militia, the control and management of borders, arms control and the fight against terrorism, human trafficking, smuggling and organised crime. The EU remains concerned by the human rights situation, including that of refugees. (CG)
