Brussels, 21/01/2014 (Agence Europe) - On Monday, EU ministers for foreign affairs expressed their serious concerns about the situation in Southern Sudan - the young country is gripped by a serious humanitarian crisis and is already under threat of partition if peace talks fail. The European Union has condemned the continued fighting in the country and has expressed its regret at the number of lives lost. In its conclusions, the Council also underlines the widescale violations of human rights and international humanitarian law.
The EU calls for an immediate cessation of hostilities between the supporters of President Salva Kiir and those of former president Machar. It urges all political and military leaders to protect civilians and to act in the best interest of the entire population.
The Council reiterates the full support given by the EU to mediation efforts made by the Intergovernmental Authority for Development (IGAD) to obtain an immediate ceasefire and pave the way to inclusive political dialogue. It supports the appeal launched by IGAD and the African Union for the immediate release of all political prisoners held in Juba. Peace talks are stalling on this condition, even though this is a precondition for any credible political process.
The EU points out that those guilty of human rights violations, including ethnic violence and violation of international humanitarian law, will be held accountable for their actions. It also warns against any external intervention being made, which could exacerbate political and military tensions. It calls on all parties to guarantee humanitarian access and states that it will continue to provide aid in response to the growing needs of the population in the face of the worsening humanitarian crisis. The EU also says that, if necessary, it is prepared to consider introducing targeted sanctions on those responsible for hindering the political process. (AN/transl.fl)
