Updated framework adopted for youth cooperation

Brussels, 27/11/2012 (Agence Europe) - On 27 November, the EU Council of Ministers adopted the joint report on implementation of the updated framework for European youth cooperation (2010-2018) and the EU report on youth, which covers all areas of EU cooperation in this field, including assessment of the implementation of the structured dialogue with youth. The first cycle of the updated framework (2010-2012) proved both its durability and flexibility, as well as providing an instrument for forging links between different fields of action, particularly employment, the spirit of enterprise, education and training, as well as social exclusion, in an effort to elaborate several multifaceted solutions to youth problems. This is why the report proposes the continuation of action on the same basis, particularly with regard to achieving the two general objectives: 1) creating more opportunities, as well as equal opportunities for all young people in education and the labour market and 2) promoting citizenship, social inclusion and solidarity. This aim will be pursued by adopting an inter-sectoral approach at all levels. Nonetheless, in order to develop its contribution to EUROPE 2020, the second cycle of the updated framework (2013-2015) will have to focus more on problems that the crisis has created for young people, particularly the medium and long-term repercussions, such as higher unemployment and the problems resulting from and the subsequent risk of falling into poverty. Emphasis must continue to be placed on employment and the spirit of enterprise, as well as enhancing access to work and the development of innovative skills and youth creativity.
