Stalemate over Stability and Growth Pact solidarity measures

Brussels, 10/10/2012 (Agence Europe) - The inter-institutional talks on the “two-page” of legislation to update the Stability and Growth Pact and increase eurozone budget surveillance are in deadlock over the European Parliament's desire to have a reference in one of the two regulations to budget solidarity mechanisms. One of the two European Parliament rapporteurs, Elisa Ferreira (S&D, Portugal), is keen to see the partial pooling of eurozone debt in the form of eurobonds or the creation of a redemption fund to temporarily manage excess eurozone debt to be included in the new legislation, as desired by the Parliament (see EUROPE 10633). The talks on the other regulation have almost reached conclusion. The suggestion by Jean-Paul Gauzès (EPP, France) of a new mechanism to place struggling eurozone nations under receivership is to be examined by the European Commission. (MB/transl.fl)
