Small scale border traffic - increasing trade with Kaliningrad

Brussels, 27/07/2011 (Agence Europe) - Including the region of Kaliningrad and certain Polish administrative districts in what should be considered as a border zone is the objective of a draft regulation [(EC) No. 1931/2006] governing small-scale border traffic, presented by the Commission to the Parliament and Council on Wednesday 27 July. Given the homogenous nature of the Kaliningrad enclave, the Commission considers that a “special exception” to the regulation on small-scale border traffic should be introduced in order to ensure that all of the area can be considered as a border zone. The objective is to increase trade, social and cultural interaction, as well as regional cooperation. The Commission is also advocating that a specific border zone on the Polish side is included in what should be considered a border zone, in order for the application of the regulation on small-scale border traffic in this region to have a genuine effect on trade, social and cultural interaction and regional cooperation between the Russian enclave and the main centres in Northern Poland. The proposal does not question the general definition of the border zone contained in regulation. (O.L./transl.fl)
