Proposal on export refunds

Brussels, 28/04/2011 (Agence Europe) - On Monday 2 May, the Special Agriculture Committee (SAC) will discuss a draft regulation setting out measures for establishing aid, refunds and prices in the single common organisation of agricultural markets.

The European Commission proposal of 11 April provides for measures on the fixing of aid amounts, export refunds and minimum export prices to be determined by the Council under Article 43(3) TFEU (Treaty on the Functioning of the European Union) and that amounts of such aids, refunds and prices should be fixed by the Commission by means of implementing acts.

The proposal relates mainly to the modalities for introducing the following measures: aid for private storage of butter; production refund in the sugar sector; aid for skimmed milk and skimmed milk powder for use as feedingstuffs; aid for skimmed milk powder processed into casein and caseinates; the supply of milk products to pupils; aid for silkworm rearers; and on export refund fixation on minimum export prices for live plants.

The SAC will also discuss the application of Articles 290 (delegated acts) and 291 (implementing acts) of the Lisbon Treaty. (L.C./trans.fl)
