Brussels, 14/01/2011 (Agence Europe) - Revision of the Lisbon Treaty decided by the EU27 heads of state and government to allow the creation of a permanent stability mechanism for the eurozone as of 2013 will not entail any substantial transfer of sovereignty from member states to the EU, Herman Van Rompuy underlined in his speech in London on 13 January. “This limited Treaty change will not affect the distribution of power and competences between the EU and its member states. It only allows the euro area member states to set up between them a permanent crisis mechanism. Nothing more, nothing less”, the permanent president of the European Council said as he left 10 Downing Street, where he had discussed preparation of the European Council of 4 February with Prime Minister David Cameron. Van Rompuy's explanation aims to confirm and support the position taken by Cameron about the fact that British ratification of this minor change to the treaty will not justify a referendum being held in the United Kingdom.
