Brussels, 02/11/2010 (Agence Europe) - “Shortcomings”, due to the new electoral law passed hastily by the government of Ukraine barely a few weeks before the elections, have been highlighted by Council of Europe observers in local elections held on 31 October. Final results are expected only in the coming days. As a consequence of this hastily drafted law, there were shortcomings with regard to the preparation phase, in particular, the registration of candidates and the composition of electoral commissions, the organisational framework and the counting of votes on election night, a Council of Europe Congress of Local and Regional Authorities press release states. Within the delegation were also five members of the EU Council of the Regions. The EU did not send an observation team for these elections but two Polish MEPs, Pawel Kowal and Jan Kozlwoski, were sent at the request of European Parliament President Jerzy Buzek.
