Brussels, 22/10/2010 (Agence Europe) - Review of estimates has brought about a reduction in EU budget spending during 2010 of €373 million in commitment appropriations and of €1.09 billion in payment appropriations.
The draft amending budget (DAB) No 10 for the year 2010 presented on Thursday 21 October by the European Commission is to be endorsed by the two branches of budgetary authority, the EU Council of Ministers and the European Parliament.
The proposal covers the following aspects: - a net increase in the forecast of revenue (€466 million) after the revision of the forecasts of own resources and other revenue; - a decrease of payment appropriations in budget lines for headings 1a, 1b, 2 and 4 (€755.6 million), after taking into account the redeployments proposed in the so-called “Global Transfer” rebalancing payments across budget lines to take account of progress in budget implementation thus far; - the creation of a new budget item for the financing of projects in areas of energy efficiency and energy from renewable sources under the European economic recovery plan; - a decrease in commitment appropriations of €15 million for some measures under heading 1a (growth); - a decrease in commitment and payment appropriations of €330 million under heading 2 covering agricultural spending (hence further reduction of €28 million in commitment appropriations for milk and milk products, with clear improvement in the situation on the milk products market); - the creation of a budget item for the EU's contribution to so-called “Type 2” European Schools (€4.83 in commitment appropriations and payment appropriations needed for 2010 will be made available from redeployment of funding). The “Type 2” European Schools are those belonging to the national system of a member state and comprising one or several linguistic sections empowered to issue the European baccalaureate.
