Brussels, 02/09/2010 (Agence Europe) - The European Commission is expected to bring forward proposals on 21 September for the renegotiation of the agreements on the transfer of air passenger information (Passenger Name Records, PNR). In addition to a communication on the external aspects of PNR policy, it will present three recommendations with a view to being granted negotiating mandates on replacing the existing PNR agreements with the United States, Canada and Australia. These agreements were put to the European Parliament for approval, but Parliament decided to delay its vote so that the agreements might be renegotiated on new bases. In their resolution adopted in May, MEPs stated clearly that any future agreements had to guarantee that any use made of the data would have to comply with European data protection standards, with profiling and transfer to third countries being specifically proscribed. PNR data alone cannot provide grounds for preventing an individual from travelling, MEPs said (see EUROPE 10133). (B.C./transl.rt)
