Brussels, 02/09/2010 (Agence Europe) - At the time of going to press, on Thursday 2 September, the European Parliament and Council had not come to a political agreement on the financial oversight package (EUROPE 10205). Provisions are still to be finalised next week in Strasbourg on: - the declaration of an emergency situation; - delegated acts; - and non-abusive recourse to the safeguard clause preventing the decision by a European financial supervision authority from encroaching upon national budgetary sovereignty. On the other hand, there appears to be agreement on the presidency of the future European Systemic Risk Board (ESRB) responsible for sounding the alarm on macro-economic risks. This presidency would be attributed to the president of the European Central Bank for five years, with review taking place after that period. (M.B./transl.jl)
