EMCS monitoring and control system to be in service on 1 April to cover movements of products liable to excise

Brussels, 01/04/2010 (Agence Europe) - The electronic Excise Movement and Control System (EMCS) of products subject to excise (alcohol, tobacco and energy products) is operational as of Thursday 1 April (EUROPE 9805); Implementation will be gradual: - on 1 April, the companies of 19 member states (Austria, Belgium, Bulgaria, Cyprus, Estonia, France, Germany, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Czech Republic, Romania, Slovenia, Spain and Sweden) may present electronic administrative documents for products concerned going to any other member state; - on 1 April, all enterprise of all member states must be able to clear these administrative documents electronically; - by end 2010, all member states and all economic operators will have joined the EMCS system. Denmark, Greece, Italy and Poland have announced delays in their participation. Movements to Greece will continue to be carried out on paper documents until end May 2010, those to Italy until June 2010 and those to Denmark and Poland until January 2011.
