23/02/2010 (Agence Europe) - Enrico Grillo-Pasquarelli, who heads the internal transport unit at DG TREN, confirmed on 23 February when addressing the EP transport committee that the European Commission wished to soon present a proposal for recasting the first rail package. The proposal will complete infringement proceedings opened in October last year (21 reasoned opinions sent) by the outgoing Commission, which preferred this method as a response to the incorrect application of the provisions of the package (see EUROPE 9990). “We need a double approach” which consists of infringement procedure and review of the legislation, said Grillo-Pasquarelli, saying he would tackle the matter on Wednesday 24 February with Transport Commissioner Siim Kallas. He said recasting would cover five areas: - funding and charges for infrastructure; - access to services; - access to the “last mile”; - access to infrastructure; - and empowerment of the regulator.
