31/10/2000 (Agence Europe) - Adopting the report by German Christian Democrat Joachim Wuermeling on the European Commission reports entitled "Legislating Better", for 1998 and 1999, the European Parliament reiterated the necessity of respecting the principle of subsidiarity and proportionality in all areas, including the internal market. Parliament declared concern over the Commission's intention of making more frequent use of "codes of conduct", which could create legal grey areas. Parliament is also concerned about the growing number of non-legislative documents drafted by the Commission (Green Papers and White Papers, communications, explanatory notes and other reports). EUROPE would recall that a number of these papers are drafted at Parliament's request.
