17/06/2010 (Agence Europe) - In a resolution from the chairman of the European Parliament transport committee, Brian Simpson (S&D, UK), which was adopted by the EP on Thursday 17 June, MEPs strongly deplore the fact that the large majority of member states (22 out of 25 with a national rail system) have not yet applied the three directives of the first rail package (EUROPE 7612 and 9990). They invite the European Commission to present a revision of this package by September and, as a priority, to deal with problems relating to the independence of infrastructure managers, the insufficiency of resources and the powers of regulating bodies. The resolution also calls on the Commission to propose tariffs for access to infrastructure likely to attract investments, but remains cautious about the question of liberalising the rail market. According to MEPs, the continuation of liberalisation, as advocated by the Commission, should not be detrimental to the quality of the service provided, and should safeguard public service obligations.
