Brussels, 23/09/2009 (Agence Europe) - The European Commission is optimistic about the outcome of discussions on the Telecoms Package between the European Parliament and the EU Council of Ministers and expects agreement to be reached by the start of 2010. That the Council wants an informal trialogue before going to conciliation “is a good sign and shows a willingness to work with the new Parliament. We'll find a solution,” said Martin Selmayr, spokesman for Commissioner Viviane Reding. “The Commission will play the role of mediator,” he added, indicating that the Commission would only be an observer to discussions between Parliament and Council representatives in the conciliation committee. Parliament gave second reading approval to the Telecoms Package on 6 May, but with the inclusion of amendment 138 (no restriction may be imposed on the rights and freedoms of end users without prior ruling by judicial authorities, except in cases of acts of God and network integrity and security) and not the compromise amendment negotiated with the Council. Negotiations between the Parliament and Council are due to resume in the conciliation committee (third reading) at the end of September. They will have six weeks from that date to find agreement.
