EU invites Mauritanian authorities for political consultation to re-establish constitutional legality

Brussels, 15/09/2008 (Agence Europe) - EU Foreign Ministers meeting in Brussels on Monday 15 September approved the European Commission proposal of 4 September on opening political consultation with Mauritanian authorities under Article 96 of the Cotonou Agreement. This political consultation, considered by the European Commission as soon as word was received of the military coup on 6 August (see EUROPE 9720), is provided for in the event of violation of one or more of the essential points of the Cotonou Agreement (respect for human rights, rule of law, democracy, good governance). In this case, consultation seeks to provide an in-depth assessment of the situation and to seek solutions so that constitutional legality can be restored in Mauritania.

Should talks stall, total suspension of cooperation between the EU and Mauritania may be decided. Pending the results of discussions, restrictive measures have already been taken.

A letter along these lines has been approved by Council with a view to being sent to the High Council of State of the Islamic Republic of Mauritania. The letter specifies that, in application of Article 96 of the Cotonou Agreement, the coup d'état which overthrew President Adbellahi who was democratically elected in March 2007 is “a serious and evident violation of the essential elements of this same agreement”. Consequently, the EU has invited Mauritania to take part in the talks. “The Community and the member states hope to begin constructive dialogue allowing intentions and proposals to be specified to overcome the crisis and return to constitutional order”, the Council adds. It is to Brussels, on the Council's premises, that the Mauritanian authorities are invited, at a date to be agreed by common accord. (A.N./transl.rt/jl).
