EU remains pre-occupied by situation in Somalia

Brussels, 10/12/2007 (Agence Europe) - In the conclusions adopted on Monday 10 December, the Council of the EU said that the prevailing situation in Somalia is seriously endangering peace and security in the Horn of Africa and beyond. Calling on all parties to take part in the peace process, the Council of the EU said that it supported a global approach to the Somali crisis, which covered political, security and humanitarian aspects. EU27 foreign affairs ministers emphasise that the appointment of a new prime minister, Nur Hassan Hussein, provides an opportunity to make progress in the transition (particularly in regard to a constitutional referendum and elections by 2009). These ministers condemned all acts of violence and called for an end to hostilities and the imposition of a ceasefire. They also called on the transitional federal institutions, Ethiopia and all other actors in Somalia to ensure respect for international humanitarian law and human rights. The Council insisted that peace could not be built on impunity and called on the transitional federal government to investigate all human rights violations committed in Somalia and take the perpetrators to court. The Council pointed out that the African Union Mission in Somalia (AMISOM) currently constituted the only available option to facilitate the withdrawal of foreign and regional forces from Somalia. The Council also reaffirmed its support for AMISOM and said that it was prepared to provide additional contributions to the AU or member states of the AU contributing personnel to the missions.
