Brussels, 19/10/2007 (Agence Europe) - On Wednesday 17 October, the European Commission sent reasoned opinions to France and Latvia for failure to notify whether or not they had implemented the measures required by directive 2002/91/EC on the energy performance of buildings, which ought to have been transposed into national law by 4 January 2006. Directive 2002/91/EC requires member states to establish minimum energy performance standards and energy performance certification schemes for buildings, and to ensure that heating and air conditioning installations are regularly inspected to enable performance improvements.
