Lisbon, 19/10/2007 (Agence Europe) - It was 1: 15 a.m. on Friday 19 October when Portuguese Prime Minister and President-in-exercise of the European Council José Socrates came to announce the good news to the press: after six long years of institutional discussions, which also saw the failure of the draft European constitution, the heads of state and government of the EU27 have finally approved the new Reform Treaty of the European Union.
