Pascal Lamy generally optimistic

Brussels, 14/06/2007 (Agence Europe) - Speaking before UN correspondents in Geneva on Tuesday, WTO Director General Pascal Lamy was generally confident that the Doha talks would be concluded this summer. He said: “the landing area is now becoming clearer” adding that “an intermediary agreement on agriculture could be reached in July, in order to reach a complete agreement on the 20 dossiers on the table by the end of the year or early 2008”. “I am not saying it will be all signed and sealed but I do believe an agreement is feasible”, the former European commissioner explained, pointing out that he had received “powerful signals” from G8 leaders in Heiligendamm last week. “I am convinced that the negotiators intend to conclude the talks although they do not say so. In the current state of things, it is possible”, confided Mr Lamy. He went on to say that he did not believe the “landing area” is at a “low level of ambition” and stressed that the concessions currently on the table represent two or three times those made during the Uruguay Round. “When one spends $60-80 billion in subsidies annually, one billion more or less does not make much difference”, he stressed. He was cautious when answering questions on what is expected to come out of the G4 ministerial meeting (EU, USA, Brazil and India) in Potsdam on 19 June. “Even if there is no convergence within the G4, the multilateral process in Geneva will continue to make headway”, he said, nonetheless recognising that it will be more difficult to conclude if there is no convergence within the G4.
