Brussels, 14/05/2007 (Agence Europe) - On Monday 14 May, the European Commission decided to recommend the modified proposal of the Polish telecom regulator (UKE) concerning the market for access to the fixed telephony services. In March, the Commission told UKE that broadband access services should not be included in the definition of the market. The Commission had also suggested that UKE enforce, without delay, the regulation at a wholesale level in order to improve competition on the Polish broadband market. The UKE's modified definition now excludes all retail broadband services. Commissioner for Telecommunications Viviane Reding welcomed “the Polish regulator's decision to impose measures at wholesale level”, taking the view that this “will make a significant contribution to the development of competition in the Polish broadband market and will accelerate the development of this basic infrastructure of the information society”.
The UKE notification comes as a result of the Commission's decision of 10 January 2007 to require the Polish regulator to withdraw its previous draft measures for access to the fixed public telephone network. This decision was due to the fact that UKE's evidence did not support the inclusion of relevant retail broadband access products in the market definition.
