22/03/2007 (Agence Europe) - The president of the Republic of Italy, Giorgio Napolitano, said (in a televised interview) that the essence of the Constitutional Treaty signed by all member states (despite the fact that some heads of government give the impression they have forgotten this) must be safeguarded: -. the first part, the second part (Charter on Fundamental Rights) and the innovative articles of the third part must be kept without opening further negotiation on “objections already overcome, and the proposals and counter-proposals already discussed and which give rise to compromise”. The balance struck must be maintained, and there must be no further accessions before the institutional reform that will allow the EU to work as it should and to avail itself of the necessary policies.
