Brussels Convention does not apply to actions of armed forces in the exercise of public powers, even against civilians

Luxembourg, 20/02/2007 (Agence Europe) - On 13 December 1943, the armed forces of the German occupation massacred 676 civilian inhabitants of Kalavrita, a town in the north of Peloponnesis in Greece. In 1995, a group of survivors and descendents of the victims brought an action before the Polymeles Protodikeio Kalavriton for compensation from the German Federal Republic.
