Brussels, 30/10/2006 (Agence Europe) - On 23 October, the European Commission adopted a proposal allowing the EU to implement technical and control measures (which entered into force in 2004), decided on by the Northwest Atlantic Fisheries Organisation (NAFO), the competent regional fisheries authority. The control measures concern inspection and monitoring procedures at sea and in port, the transmission of the list of vessels authorised to fish in the area, provisions for vessel chartering, follow-up to the fishing effort, the vessel monitoring system (VMS), obligations incumbent upon ships' captains (fishing journal, production register and cargo plan), product labelling and observers on board vessels. The technical measures focus on the minimum size of landed fish (for cod, Greenland halibut, Canadian plaice and yellowfin sole), requirements for bycatch (generally speaking, for each species this must not exceed 2500 kg or 10% of the weight of the total catch held on board), net mesh sizes and specific requirements on data collection.
