Strasbourg, 28/09/2006 (Agence Europe) - On Tuesday the European Parliament adopted the report by Christa Prets (Austrian Social Democrat) on a “European Mobility Charter” (on the subject of the recommendation on trans-national mobility in the EU for education and training purposes). This charter consists of ten guidelines covering the length of time of the period envisaged, from the beginning of and return from the stay and during the stay itself. Although the charter is not binding, the rapporteur is calling on Member States to adopt it as soon as possible because university mobility will strengthen European citizenship and improve mutual understanding. The report considers that provisions in the charter on the linguistic, pedagogical and practical preparation of those involved and aid that is tailored to the needs of the individual for developing their individual project, as well as recognition and promotion of the competencies acquired, constitute important elements in stimulating mobility. It is also calling for clear information on these guidelines as well as more precise information on the respective tasks of the bodies responsible for sending and receiving participants and ensuring effective implementation of the mobility programmes. The report underlines the fact that Member States will be expected to ensure appropriate coordination of individual mobility programmes at national and regional levels. Efforts will be expected to be made and agreed to for guaranteeing recognition of experience and qualifications acquired, thanks to the mobility programmes.
