Commission adopts legislative proposals for new financial framework for 2007-13

Brussels, 24/05/2006 (Agence Europe) - On 24 May, the European Commission adopted a long series of legislative proposals on most of the different budget sections for the new financial framework for 2007-13 (EUROPE 9194). These proposals have a legal basis and were sent to the two branches of the budgetary authority. The Commission is subsequently hoping that all Community programmes will be adopted before the end of the year and implemented from 1 January 2007 onwards. It has not produced any regional policy proposals as discussion have advanced so well between the Council and Parliament that an agreement on these programmes is expected to be concluded in July. Spending volume for 2007-13 stands at € 864.3 billion for commitment appropriations at 2004 prices, which represents 975 billion in today's prices (which really be spent, in taking into account inflation).

Commission proposals focus on the following programmes for which commitment appropriations are expressed in current prices in Euros: 54.582 billion for the 7th Framework Research Programme (see other article); 8.013 billion for Trans-European Networks (TEN) transport section and 155 million for (TNE) energy section; 1.005 billion for the industrial Galileo satellites project; 1.487 billion for the dismantling of nuclear plants in (in Lithuania, Slovakia and Bulgaria); 6.970 billion for lifelong education and training; 743.3 millions for employment and social solidarity (“Progress” programme); 88.488 billion for rural development (including the compulsory modulation system for direct aid and market support for rural zones); 2.097 billion for Life+ (environment); 2.411 billion for implementation of Common Fisheries Policy (inspections, agreements with third countries etc, spending not covered by the European Fisheries Fund of 4.339 billion in current prices); 699.3 million for the European Fund for Refugees; 676 millions for the European Fund for the Return of Illegal Immigrants; 1.820 billion for the External Borders Fund; 885 million for youth; 11.967 billion for the European Partnership and Neighbourhood Fund; 17.055 billion for the Aid Instrument for Development and Economic Cooperation; 11.565 billion for the Pre-accession Instrument; 5.614 billion for meeting security challenges in third countries.
