During visit to Bugaria, Franco Frattini calls for “zero tolerance” on organised crime

Brussels, 25/01/2006 (Agence Europe) - As indicated in EUROPE 9106, during a visit to the Bulgarian Parliament on Wednesday, Commissioner Franco Frattini spoke of the progress made by the country in justice, freedom and security, basing his comments on the Commission's report of October 2005 (see EUROPE 9056). The Commissioner pointed out how important it was for Bulgaria to have a zero tolerance approach to organised crime and said that the climate of impunity in Bulgaria quite simply had to disappear. To combat this phenomenon, the Commissioner strongly encouraged the Bulgarians to set up a multi-disciplinary approach, and called for a strong commitment on the part of State institutions. He also pointed out that the fight against organised crime and against terrorism could be more effective if measures were taken against money laundering and criminals' illegal sources of income. Mr Frattini said the time had come to take urgent, immediate and substantial actions leading to visible results. He also noted progress made, particularly on border controls and the fight against corruption. On the former, Mr Frattini said that Bulgaria was able to ensure a high level of control at its borders. On the other hand, further efforts had to be made to put in place modern equipment and infrastructure, to continue recruitment and training of additional staff and to eradicate corruption at the borders. The fight against corruption remains one of the main priorities, said Mr Frattini, who recognised that the implementation of an anti-corruption strategy and consequent plan of action had led to a noticeable diminution in petty corruption. However, the Commissioner noted that large-scale corruption remained an area where Bulgaria would have to take serious measures.
