Jacques Delors' food for thought

Brussels, 02/12/2005 (Agence Europe) - At the first working meeting on the New Social Europe in Brussels on 2 December (see EUROPE 9078), the President of the Party of European Socialists, Poul Nyrup Rasmussen, said that there could not be a strong social Europe of values if there was not a more dynamic and inclusive society providing the wherewithal to deal with globalisation. Outlining what he described as his 'Prevert-style list' (after Jacques Prevert, renowned French 20th century poet), the former President of the European Commission, Jacques Delors, said that there were both convergence and divergence in the different European economic and social models and set out the main challenges to be faced - changes in the organisation and content of work, ageing population, changing family values and types of family unit (single parents, for example), labour costs, funding welfare and the role of financial capitalism in setting the world rules. Jacques Delors set out various areas for reflection: 1) How will work be organised and what impact will this have? We either find a new Karl Marx or we develop a better typology, said Delors. 2) How to increase equal opportunities? The real problem with inequality, in my view, is ability, said Delors, adding that education means teaching how to be, do and live together, how to adapt. Everyone has to be given the taste for lifelong learning. 3) What role should services of general public interest play? 4) How to deal with people not covered by a work contract? 5) What financial balance should be struck?
