10/11/2005 (Agence Europe) - At a conference organised by the Community of European Railways (CER) on 9 November on the future of rail freight services, the European Parliament rapporteur on the Eurovignettes Directive, Corien Wortmann-Kool (EPP-ED, Netherlands), outlined key areas of her report, which she hoped would be adopted by the European Parliament's Transport and Tourism Committee in Strasbourg on Monday, namely, extending its application to all trans-European transport networks (TENs) and optionally to all major roads; extending its scope to vehicles of 3.5 tonnes and higher (rather than only 12 tonnes and higher as suggested by the Council); recognising the Polluter-Pays principle; and inviting the European Commission to make a political choice on the external cost calculation model. The European Parliament's views, to be given in a vote in plenary in December will be decisive in forcing the Council to make progress on this issue.
