Strasbourg, 08/09/2005 (Agence Europe) - The European Council has "finally" managed to adopt its common position on the Eurovignette, "one of the main priorities of the transport policy", the European Parliament rapporteur Corien Wortmann-Kool, a Dutch Christian Democrat, announced to the press on Wednesday. She added that is it was all the more important as we have not enough resources to invest in the trans-European road networks ("we have a big hole in our pocket, which has grown since enlargement"), and as certain countries are starting to apply national measures, in a complete absence of transparency. Ms Wortmann-Kool is to present her report to the committee on transport on 14 September and, after a debate on first reading during the November plenary, she hopes that the final vote will be able to take place in December. I hope that the Council will move towards the position of the Parliament, she said, adding that, according to her report: -the legislation in question must be applied to all the territory of the EU (whereas the Council feels that it should be up to the Member States to decide); -low-tonnage lorries and small vans should be included: a minimum threshold of 12 tonnes was initially proposed, but I propose 3.5 tonnes, said the rapporteur; -we should apply not only the "user pays" principle, but also the "polluter pays" principle. On this point, Ms Wortmann-Kool acknowledged that as the transport industry has already been hit by a hike in fuel prices, "this profession should not be overly penalised". The rapporteur makes no proposals on the final destination for the revenue, but repeats: we do not have enough money for the trans-European networks, and this is something we will need to talk about.
