31/08/2005 (Agence Europe) - Oxfam has again called on the European Union to try to save the biggest meeting of world leaders, the UN World Summit in New York on 14-16 September, from failure by standing up to the United States and other opponents of reform, including the Non-Aligned Movement (NAM), currently headed by Malaysia. An Oxfam press release explains that the UN General Assembly President, Jean Ping of Gabon, has selected a core group of governments, including the UK, Austria, Luxembourg, Germany and the European Commission, to try to save negotiations on the outcome document for the Summit. Luis Morago of Oxfam International in Brussels says the United States has proposed major changes to the current draft document, including some that would substantially weaken wording on all governments' 'responsibility to protect civilisations' and has also proposed cutting wording on poverty reduction. The NAM fiercely opposes the current draft measure on the 'responsibility to protect' civilians in cases of mass killing like the Rwandan genocide (see EUROPE 9010).
