After the double rejection of the European Constitution by France and the Netherlands, the president of the European Council, Jean-Claude Juncker, has chosen a double strategy in an effort to put European construction, now seriously damaged, back on track and to send a message of confidence not only to the people of Europe but to the world outside Europe, which is now somewhat doubtful.
