EU calls for democratic elections and progress in combating crime before concluding SAA negotiations

Brussels, 01/02/2005 (Agence Europe) - The EU Troika met the Albanian Foreign Minister, Kastriot Islami, in Brussels on Tuesday. After the meeting, Council President Jean Asselborn told the press that Albania's integration into the EU remains “one of our priorities”. “There is much work still to be done” before Albania can join the EU but “the doors of the EU are open and Albania, like the other countries of the Western Balkans region, is welcome in accordance with the decision by the European Council of Salonica in 2003”, Asselborn said. At the present time, negotiations on the Stabilisation and Association Agreement (SAA) are still underway and, as far as the EU is concerned, conclusion will essentially depend on two aspects, Asselborn explained. These are: - legislative elections in June, which should meet international democratic standards; - and the EU's expectation that results will be more concrete for combating organised crime and corruption, as well as reform of the judiciary system. In October this year, the Commission will make a recommendation on the follow-up to be given to SAA negotiations, according to how much progress is made in these two areas. If the recommendation is positive, then negotiations could conclude in 2005.
