Possible Franco-German position on strengthening stability pact that rejects specific obligations for debt reduction

Brussels, 06/12/2004 (Agence Europe) - According to the Corriere Della Sera 6 December, France and Germany are ready for a common position on revising the Stability Pact and its application conditions. According to this position, certain spending (research and innovation) will not be excluded from the calculation of the deficit but will be considered as "attenuating circumstances" when a country is experiencing excessive deficit at the end of the year.
