Luxembourg, 11/10/2004 (Agence Europe) - On Monday, the Commissioner for External Relations, Chris Patten, announced to the Council of the EU that the European Commission had decided to relaunch the report on the feasibility of a stabilisation and association agreement (SAA) with Serbia and Montenegro. At the beginning of the year, an initial attempt to draw up such a report failed due to a lack of consensus in Serbia and Montenegro on how to make this kind of agreement work. The Commission is now able to announce a feasibility study because when Chris Patten and Javier Solana visited Belgrade on 5 October, the political decision-makers of Serbia and Montenegro agreed to the "twin track approach" recommended by the Commission in the agreement negotiations. This "twin track approach", a press release points out, consists of treating both republics on the basis of its separate policies (such as trade and economic policies), and dealing with the union of both States for issues relating to international political obligations and human rights. Mr Patten told Ministers that the report was likely to be ready around Spring 2005.
