Strasbourg, 17/09/2004 (Agence Europe) - After the debate on Monday with Commissioner Margot Wallström (see EUROPE of 16 September, p.15), the European Parliament adopted a resolution of the PSE, ALDE, Greens/ALE and GUE/NGL groups deeming unacceptable the draft amendment which is due to be voted on at the Assembly of the International Civil Aviation Organisation (ICAO) from 28 September to 8 October in Montreal which “explicitly bans any unilateral initiative to impose taxes on aviation emissions, despite ICAO guidelines on the subject”. Such a decision would hamper the integration of environmental policy into transport policy and would mean the loss of the EU's freedom of initiative in this area, warned the Parliament. In view of this situation, the Parliament invited the ICAO to reject the amendment, and invited its members to “work together on a positive contribution to the 10th Conference of the Parties to the United Nations Framework Convention on climate change”, which will take place from the 6 to 17 of December. The Parliament also asked the member states of the EU and the Assembly of the ICAO to act in order to make additional progress in environmental protection measures in aviation, in the following ways: - the application of stricter standards to NOx emissions; - the implementation of an open international system for emissions trading; - the drawing up and possible imposition of an international tax on CO2 emissions.
