Brussels, 17/09/2004 (Agence Europe) - Member States have not managed to catch up with delays in implementing police and judicial cooperation measures (adopted in the aftermath of 11 September 2001), although there has been some progress, suggest diplomatic sources. The 25 March European Council pledged to catch up in the delays in implementing six pieces of legislation by June. None of the six regulations (defining terrorist acts and penalties, Eurojust, mutual aid, etc) yet applies in all the Member States. For the European arrest warrant, a flagship measures since 9-11, Italy and the Czech Republic are lagging behind and Latvia ahs not yet completed its legislation. Malta and Slovenia have introduced the notion of joint investigation teams into their legislation, but Belgium, Greece, Ireland, Italy, Luxembourg, Cyprus, the Czech Republic and Lithuania have not done so yet. The original 15 Member States were supposed to have set up joint investigation teams in January 2003, and the new Member States by 1 May 2004. The above two measures are directly aimed at terrorist activities, while the other four cover general criminal activity (see Europe of 24 July).
