14/05/2004 (Agence Europe) - "I have said several times that terrorism must not change political plans or decisions, and Rome is the natural place" to sign the future European Constitution, said Spanish Prime Minister Zapatero on Thursday, at a press conference with Silvio Berlusconi, whom he had just met in Rome. In a resolution adopted in Strasbourg on 1 April- by 199 in favour, 173 against and 15 abstentions- the European Parliament had called for the Constitution to be signed in Madrid, to affirm that the most efficient response to terrorism, in light of the attacks of 11 March in Madrid, lies in the strength of the European institutions and the free and democratic participation of the citizen (see EUROPE of 2 April, p.3, and of 3 April, p.5).
