National Indicative programme is signed as framework for cooperation with Fiji - EUR 23.1 million for 2003-2007

Brussels, 06/02/2004 (Agence Europe) - On the occasion of his visit to Fiji, Poul Nielson, European Development Commissioner, signed with the Prime Minister of Fiji, Laisanje Qarase, the national indicative programme and the strategy document that will guide cooperation between the EU and Fiji under the Cotonou Agreement (see EUROPE of 30 January, p.11). The financial allocation to this ACP country from the 9th European Development Fund is EUR 23.1 million for the period 2003-2007.

Funding will be for cooperation programmes and projects that are in line with the priorities defined by common accord with the Fiji authorities, namely to guarantee that all ethnic groups in rural and the most deprived areas have equal access to primary education and quality vocational training. Both parties consider that, by reducing the disparities that exist in this connection between rural and urban areas, the process of national reconciliation at grass roots level in Fiji will be promoted.

Out of the EUR 23.1 million, 21 million have already been programmed (budget A), mainly for improving educational infrastructures in rural areas, teacher training courses, the promotion of IT technology in schools, and the inclusion of technical and vocational training in the educational system. The remaining 2.1 million (Budget B) are placed in reserve to cover unforeseen needs.

"I see today's signature as a recognition of the efforts made by the Fijian government in promoting national reconciliation and ensuring a return to the rule of law and conformity with the constituion. The CSP (Country Strategy Paper) provides a solid base for our renewed cooperation that I am looking forward to discussing with the Fijian Government during the coming days", Poul Nielson said.

We recall that cooperation with Fiji had been partially suspended further to the coup d'état in May 2000, and that the EU Council's decision to lift sanctions dates back to 17 November last.
