Strasbourg, 22/10/2003 (Agence Europe) - During this debate, I kept telling myself "don't forget that it's first reading", commented the Chairman of the Committee on Budgets, British Labour MEP Terence Wynn, during the plenary debate of Tuesday, on the budget of the Union in 2004 (yesterday's EUROPE, p.7). For Iraq, Mr Patten has indicated that the Commission can grant no more than 200 million, and I heard this morning that the American Congress has halved the sum requested by President Bush...
