Brussels, 29/09/2003 (Agence Europe) - Referring to the conclusions of the Quartet adopted on 26 September in New York on the fringe of the United Nations General Assembly, the External Relations Council adopted on Monday its conclusions on the Middle East in which it insists on the need to re-establish the ceasefire. While condemning the terrorist attacks conducted against Israel, t he Council calls on the Israeli government to put an end to its "extra-judicial killings" and its policy of colonisation. It also calls on it to dismantle the colonies built after March 2001 and to freeze construction of the "separation fence" which results in the "confiscation of Palestinian land, restricts movement of people and goods". The Council finally calls on Israel to go back on its decision to banish Yassar Arafat, Chairman of the Palestinian Authority. It insists that the Palestinian Authority should take immediate and decisive action to consolidate the Palestinian security services under clear control of the Prime Minister and the Minister of the Interior and so that the Palestinian Authority may act against individuals and groups conducting and planning violent attacks. The EU recalls that it will remain in contact with all the interlocutors of the Palestinian Authority. Finally, the Council points out that it will continue to work with the United States and its Quartet partners in implementation of the roadmap by both parties, mainly via the setting in place of a surveillance mechanism to which the EU is ready to make a substantial contribution.
