Strasbourg, 04/09/2003 (Agence Europe) - During a press conference in Strasbourg on Wednesday, Italian Vice Prime Minister, Gianfranco Fini provided the press with indications on the methodology to be used by the Presidency during the IGC's work on the draft Constitution. Mr Fini explained that, "We are not going to open the IGC by asking government representatives to make a list of the points to revise…It will be up to Member States that want to change the draft to aim for unanimity of their partners". Mr Fini also confirmed that the Presidency thought that "the re-opening if discussions on the institutional chapter is extremely dangerous". According to him, this risked, "opening up Pandora's box and therefore would give a free hand to all those who wanted to sink the European boat in the high seas". Fini recognised that certain governments did not share this view (see EUROPE 3 September p 6 on the meeting of the 15 Member States in Prague). In light of the debate on Wednesday in the IGC plenary (see EUROPE yesterday pp 5-8), the Italian Vice Prime Minister declared that critical interventions had been "in the minority and had been politically isolated". He said that he had not been surprised by the critical declarations, already known about and which had been formulated by the President of the European Commission, Romano Prodi.
