04/09/2003 (Agence Europe) - The Committee of the Regions is to discuss relations between the enlarged Europe and its new neighbours, on the occasion of the meeting of its external affairs committee on 5 September. Two representatives from Kaliningrad, Vladimir A. Nikitin, President of the regional parliament of Kaliningrad, and Anatoly Chaplev, president of the association of territorial authorities, will speak of the specific nature of the future Russian enclave of Kaliningrad. Mr Chavez Gonzalez, President of the Junta of Andalusia, will present a draft opinion on the "enlarged Europe. Neighbours: a new framework for relations with the countries to the East and South". Lars Abel, from the council of the County of Copenhagen, and Uno Aldegren, from the regional council of Scania, will present their draft opinion on "the second action plan for the northern dimension - 2004-2006".
