Brussels, 26/08/2003 (Agence Europe) - MEP Nelly Maes (Greens/EFA, Belgium), a member of the team of EU election observers in Rwanda, notes in a press release that in the region where she was an observer, Western Rwanda, initial indications revealed the day was peaceful and non-violent. She acknowledged, however, that it is hard to talk about genuinely democratic elections since a series of NGOs and candidates complained of intimidation during the election campaign, with reports of people disappearing or arrested without cause. Ms Maes also doubts that the ballot was secret since voters filled in the forms by putting a fingerprint by the name of their chosen candidate.
