Brussels, 09/07/2003 (Agence Europe) - The European Commission proposes European Union accession to the Council of Europe Convention 180, which commits States taking part to notify their draft legislation concerning on-line services. The convention was opened to signature in Moscow on 4 October 2001. Similar to the Community directive on "notification" (98/34 and 98/48), it introduces an information and administrative cooperation system on regulatory projects. The Convention allows "participants to express their concern about any proposed regulation which is likely to have negative repercussions beyond the borders of the country proposing it", Commissioner Frits Bolkestein says in a press release. "The Commission and the Member States will be able to begin a fruitful dialogue with third countries on cross-border legal issues, which will make it easier to adopt common solutions internationally", Commissioner Erkki Liikanen continued.
