16/06/2003 (Agence Europe) - Two British Conservative members of the European Convention, Lord Stockton (MEP) and David Heathcoat-Amory (House of Commons), have rejected the draft Constitution proposed on Friday last by the Convention. "I will not be signing it", Mr Heathcoat-Amory announced (Ed.: Chairman Valéry Giscard d'Estaing invited Convention Member to sign the text later). In his view, the document gives more powers to the European Institutions and withdraws power from the national parliaments (see p.8 for a diametrically opposed view expressed by his compatriot, Jack Straw, and above the positive judgement given by Wilfried Martens, President of the EPP, a political group which includes Conservatives and European members.
