16/06/2003 (Agence Europe) - Convention Members Jürgen Meyer and Eva Lichtenberg, accompanied by representatives of peace organisations, Peter Becker (International Association of Lawyers Against Nuclear Arms) and Horst-Eberhard Richter (International Physicians for the Prevention of Nuclear War), presented their position on the "defence and peace" aspects of the future European Constitution to the press last Friday. "Article 40 of the draft Constitution foresees the establishment of a European Agency for Armaments, Research and Military Capabilities, but no means have been allocated for the peaceful settlement of conflicts", although military action should be used as the "last resort", Peter Becker explains. The four therefore call for the powers of the future Agency to be extended to security and to the "civilian" settlement of conflicts. "In Kosovo, such a measure would have prevented war. But only 800 people have been recruited instead of the 1800 inspectors required", they say. As for who will house the future Agency, they say that "Prague, Budapest and Warsaw are candidates".
